Harvey Road Sports and Events Precinct Business Case


Background

The Harvey Road Sports and Events Precinct is set to undergo a significant redevelopment, aiming to transform it into a premier stadium capable of hosting national sporting games and large outdoor events. The Gladstone Regional Council commissioned CPR Group for the preparation of revised concept plans and the development of a comprehensive business case to evaluate whole-of-life costs, risks, benefits and options before seeking funding for the project. 

The Journey

The business case prioritised stakeholder engagement with facility users to ensure dual capability for and transition between day-to-day facility use and major events. Feasibility investigations were conducted as part of the project's strategy to improve infrastructure delivery success. The project scope encompassed various outputs, including: 

  • A detailed review of the previous Master Plan completed in 2019

  • Production of multiple facility concept plan options based on stakeholder engagement outcomes

  • Analysis of economic and social benefits

  • Cost benefit analysis

  • Coordination with specialist engineering and technical sub-consultants 

  • Development of a final master plan

  • Development of a construction transition strategy for existing on-site groups

  • Staged implementation plan for infrastructure upgrades 

  • Identification of a management model for the site 

  • A detailed business case in line with the project's objectives and infrastructure requirements

Due to the Harvey Road Sports and Events Precinct's prominence as a beloved and well-known facility in Gladstone, there was a notable risk of stakeholder apprehension. Due to this, the recommendations were founded on extensive stakeholder consultation undertaken by CPR Group and were aligned with wider sport, recreation and tourism provisions in the region. The consultation and engagement programs were developed following the International Association for Public Participation (IAP2) spectrum for public participation, ensuring a comprehensive understanding of each individual situation. The outcomes of the business case included recommendations for new and upgraded facilities, as well as a recommended management model and operational and financial considerations. 

Through an inclusive and informed engagement strategy, the following outcomes have been achieved:

  1. User groups and stakeholders expressed satisfaction with the level of direct consultation during the project

  2. Council project teams, management and Councillors acknowledged the balance achieved between internal requirements, community needs and the dual functions of the facility (use for day-to-day activities versus large events)

When CPR Group was engaged by the Gladstone Regional Council, the project initially had an outcome that was likely to be unacceptable to neighbouring landowners and face legitimate objections. However, through consultation and the time taken to understand the situation, CPR Group presented alternative options to the Council that are acceptable to neighbours, fulfil the needs of existing user groups and address the identified regional-level need for enhanced facilities.

The inclusive and extensive engagement strategy employed by CPR Group has ensured stakeholders feedback was valued and respected, and stakeholders were confident that their needs have been thoroughly considered in the overall development plans for the site.

Next Steps

During the project period, CPR Group remained dedicated to closely collaborating with Council staff to ensure effective and achievable recommendations and outcomes for the project. The project was conceived before Council adopted an Investment Decision Making Framework Policy in 2019, aligning with directives from the Queensland Treasury Corporation. CPR Group has assisted the Council in realigning the project with the policy to ensure robust project decision-making. Throughout  the project, CPR Group worked with Council to adapt the project scope and methodology to optimise the overall outcome.

As a result of this project, the Gladstone Regional Council has a robust Business Case which supports this strategic priority project and Council’s undertakings to seek opportunities for external funding.
